In 1997 chief Justice Sajjad Ali Shah took suo moto notice of the problem of terrorism. On behalf of Quaid -e- Millat -e- Jafariya Agha Hamid Ali Shah Moosavi, Taajul Munazareen Allama Tajud din Haidery presented an 800 pages document in the Supreme Court that is known as Moosavi Peace Formula. Appreciating it, the Chief Justice declared this document a guarantee to curb terrorism. The Chief Justice also instructed that the document be kept in the official record of Supreme Court.  Keeping in view the same document, president Pervaiz Musharraf issued the anti terrorism ordinance which later became an Act. Due to this act, assault began on the terrorist groups (which have been a production of dictatorship in past) for the very first time in the history of Pakistan. These were the groups which were never controlled as none of the previous governments had ever attempted to seize them but had, instead, kept avoiding them despite having open evidences and proofs against these terrorist groups.

Azadars had to face problems during Ayyam-e-Aza because of low level administrators, sometimes because of their incompetence and sometimes because of the influence of the corrupt elements.  As the matters were not dealt appropriately on lower levels, the extent of problem used to increase, giving birth to law and order situations in some areas. In order to resolve this problem, the TNFJ urged Benazir Bhutto’s government to set Azadari control rooms in central as well as on provincial and district levels. Due to the TNFJ’s efforts Azadari control rooms were established by Benazir Bhutto’s government in the Ministry of Religious  Affairs, Ministry of Interior, as well as provincial home departments so that immediate remedial steps could be assured on provincial and central government levels to resolve problems faced by Azadars. The practice of setting up of Azadari control rooms during Ayyam-e-Aza  continues to this day  resulting in the resolution of thousands of problems in an effective and efficient manner.

In order to organize Azadari programmes and to resolve the problems faced by Azadars, Tehreek-e-Nafaz-e-Fiqh-e-Jafariya establishes its Azadari cells on central, provincial, regional and district levels throughout the country which remain operational during the whole year to address Azadari related issues raised by Azadars. From the resolution of Quetta’s azadari processions of 25th Muharram and afterwards the chehlum procession, (as these processions were stopped by the administration after tragic incident of Aashura), to the resolution of azadari problems in the remote village of Serian Sayedan in Kashimir, thousands of  Azadari related issues have been resolved by TNFJ’s Muharram Committees and Azadari cells.
